The Hottest State

Ok, so this may reveal me as a bad Canadian, but can someone tell me the meaning of 'like a country divided at 51 and 49'? I know that I know this... It is from a Great Big Sea song, and everytime I hear that line it bothers me that I don't know what it refers to.
